Act No. 15, enacted by Parliament on October 18, 2006, established NOSDRA. Plans for industry and ports, as well as any other significant oil spill response in the country, are overseen by NOSDRA. In the country’s petroleum industry, the Agency is also in responsible for upholding all existing environmental laws, rules, and regulations.

As one of its special responsibilities, NOSDRA promotes regional cooperation and collaboration among member nations of West, Central, and Southern Africa, including the Gulf of Guinea. The Global Initiative for West, Central, and Southern Africa (GI-WACAF), the International Maritime Organisation (IMO), the International Petroleum Industry Environmental Conservation Association (IPIECA), and the United Kingdom-based Oil Spill Response Ltd (OSRL) have all expanded and strengthened their collaboration with the Agency.

As a result of NOSDRA’s vital role in managing oil spills both nationally and in sub-Saharan Africa, the Abidjan Convention recognises NOSDRA as the “Designated National Authority” of GI-WACAF. The Agency was elected as one of the ten elected members of the International Police (INTERPOL) Global Pollution Crime Working Group in recognition of its substantial contributions to the provision of reliable and useful information on how to vigorously and effectively combat crimes in the oil industry that are contributing factors to oil pollution, such as pipeline vandalism, crude oil theft, and illegal refining (also known as artisanal refining).

According to a report by the UN Environment Programme (UNEP), at the request of the Nigerian government, NOSDRA is currently playing a significant role in the ongoing cleanup and restoration of oil-impacted areas in Ogoniland, Rivers State. Nigeria’s coastline, from Badagry to Calabar, is covered by a baseline Environmental Sensitivity Index Map (ESI) made by the Agency. This map makes it possible to identify high-risk areas and prioritize them for preservation and cleanup.
