Steps to establish this federal health agency commenced in 2011 when some departments in the Ministry of Health such as the Epidemiology Division, the Avian Influenza (Bird Flu) Project and its laboratories; and the Nigeria Field Epidemiology and Laboratory Training Programme (NFELTP) were merged to form the core of the organization.
